yes.. It is not the best way though
If you have small budget than you can start advertising (marketing) with PPC.. it will surely bring traffic to your site..
I used to use this way to advertise my site initially and gained lot of traffic..
also there are other ways to get more traffic like backlinks,CPC,PTC,etc..
